In efforts to keep you up to date on all the events surrounding Lake Nacimiento; I’m posting the San Luis Obispo Department of Public Works press release, as well as yesterday’s notice from General Manager, Dennis Javens.

The County Sewer plant is experiencing lake water leaking into a ½ mile long pipe, that is currently under water.  At this time, there is NO reported leakage of raw sewage into the lake. The County has advised Management, that they are having divers come into Oak Shores to determine the status of the problem.

Tim Bean has informed Management that he has enough water stored in his tank to last at least 5 days. This water has been treated and is available for the residents to use.

We have not been provided with any further information at this time.

Storm Pushed Lake Nacimiento Over the Edge

For only the fourth time in its 55-year history, Nacimiento Lake is full and spilling.

The lake reached 100 percent capacity late Sunday night at 378,480 acre-feet.

Built in 1956, the reservoir filled in 1967, 1969 and 1983, said Robert Johnson, chief of water resources planning for the Monterey County Water Resources Agency in Salinas.

Monterey County operates the lake north of Paso Robles.

The level of the lake came up quickly over the weekend. Saturday’s storm put it over the top. The webpage for the Lake Nacimiento Resort reports that the level has risen 40 feet with the recent storms.

“These rains have been unbelievable for this late in the season,” Johnson said.

The full reservoir means more recreational opportunities at the lake and plenty of water downstream for farmers. Residents report that a day-use picnic area at Heritage Ranch is now underwater.

“A full lake is very attractive for guests,” he said.

Although located in San Luis Obispo County, Nacimiento Lake is owned and operated by Monterey County as part of its Salinas Valley Water Project.

That project provides flood control, water for farmers and prevents saltwater intrusion into the valley’s aquifer.

The agency recently completed a spillway modification at the lake that allows the height of the spillway to be increased throughout the winter. At its maximum height, the spillway is 800 feet. “We did not increase the capacity of the lake, but we increased our storage flexibility,” Johnson said.

As a Lake Nacimiento Real Estate agent, my goal is to bring you the latest in real estate news; whether good or bad.  While the housing market is on the road to recovery; there is a new term that you might begin to see more frequently:  shadow inventory.

Shadow inventory are those homes that are bank owned, but have not yet been put on the market.  Banks choose to not list their entire shadow inventory for a variety of reasons.   First and foremost, they realize that by listing these homes, it can inundate the market with distressed properties, which can be detrimental for homes that are not distressed.  An areas’ market value can be greatly affected by an abundance of foreclosures on the market.  It could also be that they don’t have the staff to handle that many foreclosures at once with the amount of paperwork that is involved.  Another reason is that they don’t want to count those losses all in one quarter, but would rather spread them out over the course of a year.

The National Association of Realtors recently put out an article giving statistics for the states that have the most shadow inventory.  Florida came in #1 with over 441,000 homes that are waiting to go on the market.  The #2 spot is held by California, and although significantly less that Florida, our state still has nearly 228,000 properties in our shadow inventory.   It’s estimated by NAR that it would take California 11 months to clear our entire shadow inventory, which seems minimal compared to New York’s 34 month prediction.  NAR notes that the timeline for delinquent mortgage loans have been significantly extended.  It could take up to 638 days for a distressed property in Florida to move through the foreclosure process!  Since 2008, the foreclosure process for both Florida and California has jumped 156% and 157% respectively.

The amount of foreclosure sales across the nation increased to 39% for all of February’s transactions. NAR pointed out that the average sale price of a home has decreased 5.2% since last year and is now at $156,000.  Reports from Capital Economics show that there are currently 5.3 million homes in limbo between foreclosure and the sales market.   The chart below shows each state’s share of distressed properties.

In keeping you up to speed on all that’s going on around Lake Nacimiento, I thought I’d share with you what is currently going on with the lake levels.

I spoke with Rob Johnson of the Monterey County Water Resources agency this morning regarding Lake Nacimiento flood control releases. The lake is currently at 91% or 793.81 elevation. The Monterey County Water resources agency took advantage of the Salinas Rivers lower flows after its peak flows late Tuesday and increased releases from Lake Nacimiento to 2500 cfi’s.  As of yesterday at 4:00pm they reduced that release to 1435 cfi’s.

They are meeting this morning and expect to shut down the releases depending on the current forecast.  We are expecting another good size storm today thru tonight. They need to prevent the lake from reaching the 801 level mark. If it reaches this they are required by state mandates to lower the spill way completely and release at the 25,000 cfi level.  This could result in a 50,000 acre feet release.

Right now they have to work hard to create a balance to control lake levels and releases so we do not reach the 801 lake level. The Salinas Valley is currently experiencing flooding in several areas along the river do to water backing up of water. The flow of the river down the main channel is impeded due to the fact that land owners are not currently allowed to obtain permits to keep the main channel cleared.

Lake Nacimiento Water and Weather Update

Lake Nacimiento’s levels are currently at 78% and an elevation of 754.1 with a total of 14.17 inches of rain fall so far this year which is almost 4 inches less than last year on this date. We are expecting rain for the next 10 days, so do your rain dance to maximize results!

If you are considering buying a home in the Oak Shores or Heritage Ranch communities on Lake Nacimiento, you’ll find that this year has brought about a few changes.  The Lake Nacimiento Real Estate market is still leaning somewhat towards buyers, although it is still continuing on its steady road to recovery.  The change that stands out the most in 2011 is that lenders are tightening the reins on qualifying for a home loan.

While there are more restrictions on getting a home loan; that’s not to discourage you!  Buying a home this spring just means you’ll have to do a little more work before you begin the home buying process!  As a Lake Nacimiento Real Estate agent, I want to be sure to provide you with all the information you need for a smooth home buying process.  I’ve compiled a few tips that will help you qualify for a Lake Nacimiento home loan and will be sure to have you searching for your dream home on Lake Nacimiento in no time!

- Know your borrowing limit- If you’re not sure how much you want to borrow, a good rule of thumb is to look at the Federal Housing Administration requirements.  FHA will limit mortgage payments at 31% of gross monthly income before taxes for most buyers.  This can help ensure that you’re not getting in too far over your head.  If we’ve learned anything over the past few years, it’s to play it safe in the housing market.

- Have the right credit score- Credit scores are moving to the forefront of being approved for a Lake Nacimiento home loan.  Most lenders are expecting a credit score of 600+ even for FHA loans.  A good credit score will not only help you qualify for a home loan, but can lower your interest rate, which can save you thousands of dollars in the long run.

- Shop around- The interest rate is important, but there are other costs to consider such as discount points and even the type of mortgage loan. When shopping for best rates, compare various combinations of discount points and loan types. Your Lake Nacimiento Real Estate agent can help you decide on the best option.

- Consider a No-Closing-Cost Loan- If you have positive equity, but are lower on cash up front, you do have an option to choose a no-closing cost loan.  This simply means that you’ll have a slightly higher rate, but the closing costs will be paid over time instead of up front.
